28. New York Giants, 2-7 (31)

They beat the Whatchamacallits again, but the bad news is they are no longer on the schedule this season, so they have to find another team to get a win. Fortunately, this is the third team in the NFC East already, so their division is filled with winnable games.

27. Cincinnati Bengals, 2-5-1 (26)

They had a bye week, which could come in handy as they are preparing to take on Pittsburgh next week. This project seems to be on track, as rookie Joe Burrow looks like he could be the answer at quarterback, and they have some weapons. They need the beef now to compete.

26. Houston Texans, 2-6 (27)

They get a slight bump for beating the Jaguars, but, come on — you’re not going to climb the power rankings by beating Jacksonville by two points, right? They have a great quarterback and some fun pass-rushers. They need help all around this roster. And now.

25. Los Angeles Chargers, 2-6 (22)

This is such a weird team to rank. They compete with anybody on their schedule, and they can lose to any team on their schedule — usually in a gut-wrenching fashion. They seem to have their quarterback of the future, but they have two wins. Two. That makes them 25 on this list.
