1. Troy Franklin, WR, Oregon

Every year, there's one player who managed to go from a fringe first-round pick to the beginning of Day 3. It remains unclear as to if Franklin has any medical issues that would warrant some caution, but everything about his player profile suggests he will be a solid starter at the NFL level.

Franklin has top-end speed, success tracking the ball deep down the field, and surprisingly crisp route-running. With Oregon's offense based around getting the ball out of Bo Nix's hands quickly, Franklin showed some legitimate skill as a runner. The fact he's available is stunning.

The Baltimore Ravens could pick Troy Franklin in the 2024 NFL Draft

Franklin is part of a contingent of receivers who have slipped just a bit, with USC's Brenden Rice and UNC's Tez Walker also in that group. Franklin is clearly the top dog in that group, and he should be the top choice for the Ravens if they want to go wide receiver at No. 113 overall.

Adding Franklin as the No. 3 wide receiver would allow the Ravens to move forward with Zay Flowers and the recently extended Rashod Bateman as the top two targets while also giving themselves some much-needed depth. Whoever takes Franklin is getting a steal.
