3. Tyler Boyd, Cincinnati Bengals

Boyd has been one of the best No. 3 targets in the league for quite some time, making big catch after big catch alongside Ja'Marr Chase and Tee Higgins. The Bengals might finally be willing to let their longtime veteran hit the open market, which could be an unexpected windfall for a team like Baltimore.

Boyd may not have Flowers' speed right now, but he is still a reliable slot receiver with quality hands. The Ravens may not have unlimited money, so adding Boyd (and subtracting from a hated rival in the process) could be a cost-effective way to help Jackson be more effective on third down.

2. Marquise Brown, Arizona Cardinals

With Greg Roman gone, Brown's main source of frustration with the Ravens is gone. After struggling in Arizona thanks to a revolving door of quarterbacks, returning to Jackson might be the best spot for him to revitalize his career and contribute to a championship contender back in his old digs.

Brown will be a significant investment financially, which means the Ravens will need to address depth in the trenches via the NFL Draft. If they're comfortable with that plan of attack, Brown's deep threat skills could be put back in focus when he's on the receiving end of Jackson's moonballs.
