A small (5’8″, 185 pounds), shifty wideout, Carter had a very productive career at Sacramento State.  He was named the 2014 FCS Wide Receiver of the year after recording 99 catches for 1,321 yards and 17 touchdowns.  He’s also a prolific special teamer who runs a 4.44 40 and has drawn comparisons to Emmanuel Sanders and Donnie Avery.  Carter has a good chance of sticking on the roster thanks to his special teams prowess.
