Ravens could lose Josh Johnson to another team if he signs elsewhere as a free agent
Johnson is a vested veteran, which means he won't have to go through waivers so the Ravens could re-sign him next week without facing any competition as long as Johnson agrees to a deal (most probably the same he was under until Saturday) with Baltimore.
That being said, Johnson might entertain the idea of joining another franchise with a precarious quarterback situation already that can become even worse with another loss on Sunday: the New York Jets (1-1).
The Jets might be interested in finally benching Zach Wilson if he loses their Week 3 matchup against the New England Patriots (0-2). They lost Aaron Rodgers for the season with an Achilles injury, but so far they've decided to ride with Wilson. That could be about to change.
The Ravens are making a risky move by cutting Johnson, but it's fair to assume they reached a pre-agreement for him to re-sign with the franchise on Monday.

If that's not the case, however, the Ravens will need to enter the free agent market to sign a QB3 to their practice squad after releasing Anthony Brown ahead of Week 1.
